The Town Clerk maintains all Town records, conducts elections in accordance with state and federal laws, issues various licenses and registrations, and collects taxes. Among the duties of Town Clerk Mary Vogel and Deputy Clerk Charlene Houle are:
- Voter registration.
- Record and maintain all vital records (birth, marriage and death certificates).
- Issue dog licenses, and hunting and fishing licenses.
- Provides notary services.
- Registers motor vehicles, boats, all-terrain vehicles, snowmobiles and trailers.
- Collects property and excise taxes.
- Compiles the annual town report.
- Assists with genealogy research.
- Disperses Belgrade Transfer Station stickers and punch cards.
Vogel promoted to Town Clerk
Vogel replaces Cheryl Mitchell, who tendered her resignation. As Town Clerk, Vogel is responsible for all of the front office activities at the Town Office, including registrations, the issuance of licenses, tax collections, and records maintenance. Additionally, Vogel will serve as the Town’s Deputy Treasurer, the Assistant Administrator of the General Assistance program, and the Deputy Registrar. In the latter role, she will assist Registrar and Deputy Clerk Charlene Houle in the elections on July 14 and in November.

Vogel has served the Town of Belgrade for 19 years, most recently as Treasurer and a Deputy Clerk. She has also served as the Town’s Executive Secretary. Additionally, she serves on two Town committees: the Senior Resources and the Comprehensive Plan Implementation Oversight committees.
“Mary had an extremely enticing opportunity to join another municipality at a very high level,” Town Manager Anthony Wilson said. “I’m delighted she has chosen to continue her public service here in Belgrade. A search to fill the vacant deputy clerk’s position has begun.
Absentee ballots available
Ballots for the July 14 election are now available at the Town Office.
Voters will be considering the Town warrant articles normally decided at Town Meeting, the RSU 18 budget, and state primary races. The Town ballot also includes races for Selectboard, road commissioner and school board member. The warrants are available in the Town's annual report, beginning on page 80 of the PDF.
Voters are encouraged to cast absentee ballots to minimize the number of people gathered on Election Day at the Center for All Seasons, Belgrade's polling place.
Voters are further encouraged to get their absentee ballots to-go. The Town ballot consists of 55 items, which will take an investment of time to read and consider. While voters may do that in the Town Office, they can also take the ballot with them, fill it out at home, and return it at their convenience before 8 p.m. July 14. The Town Office has a black dropbox on the building’s north side. Voters are reminded to sign the ballot's envelope before returning it.
Belgrade residents can obtain absentee ballots through July 14. The Town Office is open 8 a.m.-4:30 p.m. weekdays. It will be open 8 a.m.-noon on the last two Saturdays of June – June 20 and 27. The Town Office will be open until 7 p.m. Thursdays, beginning July 2.
